CLSI has in depth experience in the planning, design, and permitting of a variety of civil engineering projects. This includes site development for residential, institutional, industrial, commercial, and municipal projects, as well as linear utility projects. These projects have been performed over the firm's 40+ year history for both public and private sector clients.
CLSI is able to provide a full range of land surveying services for a variety of types of private and public sector projects. With over 40 years of survey experience, we have the ability to provide services throughout the life of the project from field surveys and title / deed research to construction stakeout and as-built surveys.
CLSI employs state-of-the-art GIS Technology as a reconnaissance tool to facilitate decision-making early in the planning process. Joint Federal/State Wetland Permitting: With over 20 years of permitting experience our professional staff has successfully navigated both private and public sector projects through the Federal & State Wetland Permitting Process.
Mr. Hackett is experienced in land use and land planning in all facets of site development design including residential, commercial, industrial, and institutional. He has provided expert testimony in many land-use cases throughout the region and has assisted clients in obtaining conditional uses, special exceptions, and rezoning cases.

I needed a civil engineer to help me with obtaining a permit for updating septic system as I was finishing my basement with additional bedrooms. I received quotes from about 5 other companies and CLSI was one of the higher ones. To put it in perspective, the CLSI base fee was more than twice as expensive as the cheapest estimate I have received. I explained to them that I don't mind paying a higher price if I am getting the value.

For example, submission thoroughness, resulting in reduced timeline for process, ingenuity in solving problems, etc. CLSI was also recommended by my architect and had good ratings on BBB, Google, and Birdeye. As I was getting quotes, several civil engineering companies had concerns about my system. Linda (CLSI civil engineer) was more optimistic which made her appear to me like she had some good experience.

During the selection process, Linda responded to my emails quickly and candidly. It was because of these qualities that I chose Linda. To make the cost of the project as low as possible, I provided Linda with a copy of the boundary drawing, both in pdf and cad. I also provided the cleaned up floor plan requested by the county and had Fogles provide a septic profile which helped since Linda didn't have to come to the house.

The first 30-45 days after signing and submitting (Apr 1) the contract went pretty well. However, that was where my excitement with Linda ended. After that, I felt that Linda was starting to slow up in responding back to both my inquiries or those by the county. For example, the county made a request on May 20th and I followed up with a few questions of my own on the same day. However, it wasn't until June 7th that Linda submitted the first part of the request (a waiver request) to the county.

There were also other times I felt she was slower than she should have been. There was also correspondence and documents submitted by Linda to the county which she didn't copy me on. I had to request a copy of the submitted documents and email correspondence from Linda. Even though CLSI services were already more expensive than other companies, she ended up charging me for more than what she originally estimated.

In addition, not enough information was provided in the invoice which would have allowed me to verify how she calculated the invoice amounts. I did request clarification so that I could figure it out, but the information I needed was never provided. My understanding was that the invoice amounts should be based on the stipulated hourly rates and special services identified in the signed contract but I couldn't back into these numbers based on what was in the invoice.

Although I initially paid a "retainer fee" when I signed the contract, CLSI held onto most of this retainer fee until my last payment on 8/27. And the refund of the remaining portion (>$200) of the retainer fee wasn't returned until Jan 2022 after I chased them down about it. It was for these reasons I'm only giving them three stars. If it wasn't for the strong start they had, I would have probably only given them two stars.
